LEBANON LAUNCHED ITS 2nd OFFSHORE LICENSING ROUND

The Minister of Energy and Water is pleased to announce that on the 4th of April 2019, the Lebanese Council of Ministers approved an updated Tender Protocol for the prequalification of oil and gas companies and for the award of Exploration and Production Agreements, including the updated Model Exploration and Production Agreement for Lebanon’s Second Offshore Licensing Round.

Companies interested in participating in the Second Offshore Licensing Round are invited to form consortia composed of at least three companies each and submit their Applications on the open blocks (Blocks 1, 2, 5, 8 and 10) before the 31st of January 2020.


The first round of Lebanon’s licensing process saw blocks 4 and 9 awarded to a consortium of companies – French Total, Italian Eni and Russian Novatek.

Cabinet Thursday approved the second licensing round, whose purpose was twofold: to increase exploration in Lebanese waters and boost competition among offering companies.
